The SME of Opioids will provide oversight to the team, develop and implement comprehensive project plans, and work with key stakeholders, to establish and maintain productive working relationships. The SME will also provide subject matter and technical expertise in areas relevant to opioid misuse and overdose prevention, manage necessary subcontracting relationships, conduct fiscal management activities, ensure and maintain good client relationships.
Specific duties include, but are not limited to, the following:
Provide overall project technical, managerial, and financial leadership and ensure that project activities align with the statement of work, including but not limited to:
• Identify, mobilize, and build relationships with subject matter experts across the United States to help address the opioid crisis
• Provide authoritative advice, interpretation and innovative applications, as well as oversight of policies, procedures, and regulations for opioid treatment programs;
• Serve as point of contact for information relevant to opioid treatment program evaluation, including assisting in program evaluation and measurement of program outcomes;
• Supervise, monitor, and assess the performance of staff, consultants, vendors and/or subcontract teams;
• Design and develop training and technical assistance activities;
• Develop and monitor budgets;
• Manage and grow client relationships, including identifying and competing for new opportunities in opioid misuse prevention;
• Coordinate multiple tasks, ensuring adherence to project schedules and the quality and timeliness of contract deliverables;
• Initiate requests for and monitor subcontract and consultant agreements; and ensure the quality, timeliness, and technical performance of subcontractors and consultants.
• Ensure the completion, accuracy, and timeliness of programmatic (technical) reports.
• Report contract performance and progress.
• Initiate and work collaboratively with peers representing a variety of organizations and disciplines.

Required Education/Experience
• MD degree plus experience working in a human services or public health related field involving behavioral health and substance abuse prevention focused on opioid misuse prevention and reduction.
• Expertise in informatics, data analytics, and understanding of clinical workflows.
• Experience delivering technical assistance.
• Demonstrated cultural competence in providing services to or working with diverse groups (i.e. providers, stakeholders, consumers, diverse racial and ethnic groups).
• Ability to work independently, with minimal supervision and within a team environment.
• Excellent oral and written communication skills.
• Excellent technical writing and research skills.
• Understanding of adult learning styles and training techniques.
• Experience working with federal agencies and/or states preferred.
