MITRE operates seven federally funded research and development centers (FFRDC), including the Centers for Medicare & Medicaid Services (CMS) Alliance to Modernize Healthcare (the Health FFRDC). The Health FFRDC’s Strategic Engagement Department (H061) is looking for a Site Manager for the Baltimore Site in Windsor, Maryland.

The Site Manager is a unique opportunity to understand and execute MITRE business operations, which enable problem solving for a safer world. The Site Manager is responsible for executing day-to-day site operations, which includes working directly with leaders and staff from multiple divisions and overseeing activities of the Site Operations Team. The Site Manager reports to and works closely with the Site Lead, who is responsible for the overall vision of the site to include alignment with the Corporate Operating Plan and Good Growth Strategy, including a focus on Strategic Initiatives and Corporate Measures.

Key Functions:
The candidate will work under supervision from the Site Lead to assist in the following responsibilities:
Site Location Management
• Perform as Group Lead (direct supervisor) for site operations/office administrative staff—including day-to-day management, schedules, and performance evaluations.
• Manage site infrastructure, including oversight of facility condition. Work directly with Property Management and other contractors to ensure facility maintenance, e.g., repairs, cleaning, trash/recycling, snow removal, landscaping, electrical, Building Automation System (BAS), and the Heating, Ventilating and Air Conditioning (HVAC).
• Work independently and with Corporate Real Estate (CRE) to create, manage, and renew all local contracts and invoicing for services.
• Manage planning and execution of multiple site budgets, including Labor and Other Direct Costs (ODC), office supplies, and corporate events. Responsible for fiscal planning and execution of capital and non-capital site investments required.
• Represent the site at related advisory boards and serve as “site ambassador for internal and external visitors.
• Manage site security and serve as the Facility Security Office (FSO). Ensure compliance with MITRE Corporate Security (GSS) policies and execute the site security program to protect local staff, facilities, and information.
• Implement communication strategies and site polices for emergency response; train local staff for incident response and maintain related communication channels.
• Oversee site equipment, IT management, and audio-visual support.
• Manage the site’s Communication Strategy.
Site Culture
• Support MITRE’s priority of Corporate Social Responsibility through strategically chosen charities/events/activities on site that fall with the key areas of Building a Foundation for the Future, Connecting with Our Sponsor Communities, and Enriching the Communities where we work.
• Support groups on site such as Next-Up and the Inclusion & Diversity (I&D) Committee. Work directly with key individuals including the Next-Up Committee Chairs and the Site I&D Liaisons to shape a culture that connects and includes.
• Ensure the planning and execution of staff engagement and team-building events with the staff.
• Evolve the new hire onboarding program as well as the intern program.
• Further mature the process for coordinating visits to the Baltimore site with the appropriate project, portfolio, and program leaders and with security.
Local Community
• Evolve the Baltimore Site Strategy, including development and maintenance of related collateral (e.g., the Site Fact Sheet)
• Embrace and contribute to MITRE’s Corporate Good Growth Strategy
• Build and nurture relationships with universities, STEM activities, local government, and non-traditional opportunities in the Baltimore area to promote and strengthen MITRE’s brand
Real Estate and Space
• Collaborate with the MITRE Corporate Real Estate and other teams to ensure all space-related requirements are met in alignment with Corporate policy
• Plan and execute site space (e.g., office space, secure space, labs, conference rooms) and equipment (e.g., VTC, furniture, monitors, alarms) needs into the future
• Represent MITRE to the landlord in facilities, maintenance, repairs, and policy matters
• Oversee any site construction, build-outs, or moves (as needed)




Required Qualifications:
• Leadership experience with a proven track record of exhibiting MITRE's core values
• Expertise working with MITRE corporate processes
• Proven track record of building effective internal and external partnerships
• Proven track record of outreach
• Proven track record of management of both staff and resources.
• Strong communications skills (written and oral).
• Budget experience
Minimum Qualifications:
Bachelor’s Degree and 5 years of related experience. The successful candidate will be recognized by senior management as a thought leader and demonstrate an ability to develop and foster relationships to meet goals and objectives. The successful candidate will also demonstrate the ability to balance, and guide others toward balancing, a) product quality and depth with timeliness and b) technical improvements within programmatic constraints, even when hard compromises are required.
