The project’s sponsor is responsible for providing analysis and recommendations to the National Security Council Staff on the allocation of resources by the Departments and Agencies to support the strategic operational plans for combating terrorism. To execute this responsibility, the sponsor works closely with the Office of Management and Budget to review budget submissions and supporting documents to determine areas that are under- or over-resourced, identify programs and projects that are effective in achieving US strategic objectives, and provide recommendations to close gaps and reduce risk.


Review and understand budget exhibits; leverage existing IT systems to collect, monitor and analyze current budget allocations; and provide clear, concise, and unbiased recommendations in support of sponsor and inter-agency deliberations. Assist the sponsor’s efforts to improve its ability to track and assess the entire government Counterterrorism (CT) mission performance, and providing inputs for planning consideration, specifically:


• Collect and analyze budget data provided by multiple departments and agencies, analyze how those data align to national strategies, and assess where gaps in funding and programming may exist. Develop reports that will document analysis of resources directed toward the whole of government CT mission to identify gaps and shortfalls with respect to CT mission needs and recommendations regarding investments within Department/Agency budget builds to address critical gaps/shortfalls.

• In support of proposed modifications to existing statute or policy or new proposed legislation or policies, perform analysis to identify opportunities or risks for the sponsor from a budgetary perspective; propose modifications or other options to mitigate concerns and enhance sponsor equities.

• Perform engineering trade analysis, conduct risk assessments, and develop recommendations to support the attainment of the CT strategic objectives.

• Conduct analysis and make recommendations regarding development and application of measures of performance to assess the US Government’s efforts and provide an unbiased review of the capabilities and progress toward achieving strategic CT objectives.

• Provide technical advice and analysis regarding CT initiatives identified during the whole of government performance assessment process.

• Assist with the analysis of resources directed to the CT mission; identify community strengths, weaknesses, and redundancies; and develop program guidance to optimize CT capabilities and performance.

• Perform analysis regarding efforts to integrate the IC's performance assessment process and results with assessments of the overall USG performance against strategic objectives of the  National Strategy to Counter Terrorism (NSCT).  Inform the sponsor’s assessments of performance, specifically identifying progress against CT mission execution and capability development gaps.

Position Requirements:  BA/BS degree, TS/SCI clearance with a current polygraph, and 5+ years' related experience.
