MITRE is seeking a proactive systems engineer with a focus on analysis to be part of MITRE’s Missile Defense Agency (MDA) System Assessment Directorate (EEA) work program. The MDA’s mission is to develop, test, and field an integrated, layered, ballistic missile defense system (BMDS) to defend the United States, its deployed forces, allies, and friends against all ranges of enemy ballistic missiles in all phases of flight. Within MDA, System Assessment’s mission is to conduct capability and limitation assessments of the BMDS to enable well-informed decisions. Efforts include ensuring the system under assessment is correctly characterized, capabilities and limitations are accurately documented and understood, followed by providing a recommendation on additions and improvements to the BMDS.
 
The successful candidate will serve as a subject matter expert and technical lead in the areas of experimental design, test design and analysis, and system assessment. The primary focus will be to develop and execute assessment plans that support decisions to change the Ballistic Missile Defense System (BMDS) operational baseline and declare and deliver technical capability. Focus areas of the candidate will include leading technical assessments of BMD sensors, kill vehicles and interceptor capabilities.
 
Specific efforts will include understanding details of component and system level design, interface capabilities and methodologies to verity interoperability, and performance discrepancy resolution. Additionally, technical interchange with SES/GO level members of engineering leadership, multiple subject matter experts (government and industry), and external organizations. Critical to the success of the system assessment organization, execute a comprehensive performance assessment utilizing a conglomerate of data which characterizes a capability or set capabilities that can be utilized to enhance the warfighter’s mission. Utilization of numerical computing software (e.g., MATLAB) will also be utilized in order to compile various data and generate visual depictions to aid in performance evaluation. Use of various technical resources and intelligence-based information will also be utilized as applicable in assessment deliverables.  
 
Key Functions:
  • Serve as subject matter expert and assessment team lead for a Defense of Homeland (DoH) weapon system and/or radar system capability
  • Learn component level design details and functions, develop test conditions to exercise specific capabilities, assess analysis results from multiple test venues, develop and present system level assessment briefings on capabilities specific to individual combatant commands
  • Plan and execute BMDS technical assessments to support Operational Capacity Baseline (OCB) Decisions and Technical Capability Declarations (TCDs) which evaluate performance at the Combatant Command (COCOM) level
  • Provide technical guidance regarding assessment requirements, system-level testing, and modeling and simulation capability required to support assessment requirements
  • Work closely across sponsor directorates leveraging knowledge and resources, ensuring consistency of effort, and fostering teamwork among the sponsor, Systems Engineering and Technical Assistance (SETA) staff, Federally Funded Research and Development Centers (FFRDCs), Other Government Agencies (OGAs) and Prime Contractor(s)
  • Provide expert knowledge in requirements, systems engineering, interoperability, integration and program management
  • Lead technical interchanges as the 3-star general officer level, while utilizing strategic development activities and use of MITRE reachback resources; relying on expertise from other projects within the MDA portfolio and tech centers.
  • Execute technical efforts in a dynamic environment and manage multiple priorities simultaneously

Required Qualifications:
  • Minimum of 8 years of DoD acquisition and systems engineering & integration experience
  • Skill in project management techniques
  • Skill in oral and written communication
  • Proficiency in Systems Engineering, Integration and Requirements
  • Ability to research and evaluate design details of various components within the BMDS, determine test conditions to exercise each capability, and analyze results in relation to multiple COCOM priorities
  • Experience with the federal government  and FFRDC sector; including acquisition and/or systems engineering
  • Experience with Department of Defense (DoD) regulations, standards and specifications
  • Team-oriented work style to succeed in an engineering group environment to research, plan and execute quality assessments
  • Active DoD Secret clearance

Desired Qualifications:

  • Experience in technical briefings to General Officers (GO), SES personnel and other senior leaders
  • Ability to work collaboratively across multiple organizations to achieve comprehensive results that inform technical decisions
  • Department of Defense (DoD) Radar system or missile system threat experience
  • Experience with Radar System Engineering and Design or Radar Signal Processing
  • Experience with fire control, interceptor and kill vehicle design and functionality
  • Experience in system level test and evaluation methodologies and test design solutions
  • Ability to clearly communicate complex ideas, both verbally and via written tools
